ABOUT AW

AccountabilityWorks is a nonprofit organization dedicated to assisting states, schools, parents, and reform-minded organizations in implementing high-performance accountability and assessment systems. Founded in 2001, AW is committed to the notion that well-designed accountability and assessment systems are vital to raising student achievement and ensuring that all students receive the benefit of a high quality education. Poorly designed systems--even if well-intentioned--can result in unintended consequences that are self-defeating, unfair or waste resources. AW will only support, design and operate systems that benefit students.

AW believes that the most effective type of accountability is that which is self-imposed. Thus, in addition to supporting states in fulfilling their responsibilities, AW  provides assessments and other tools that allow educators, parents and students to monitor progress and assist them in achieving success. Since its inception, AW has carried out a wide range of projects and activities in support of its goals. These have included assisting states in designed accountability and assessment systems, developing new assessments, analyzing the costs of reform, conducting rigorous research evaluations of new initiatives, and creating models of best practices.

Theodor Rebarber, CEO

Theodor Rebarber is CEO and founder of AccountabilityWorks. Before that, he was co-founder and chief education officer of a charter school management company that achieved high test score gains with disadvantaged students. Previously, Rebarber developed and passed standards and charter schools legislation as a legislative director in Congress, managed test development at a system of privately-managed public schools, developed policy on standards-based reform at the U.S. Department of Education, and researched education policy at  the Vanderbilt Institute for Public Policy Studies (VIPPS). 


Richard W. Cross, Director of Research

Dr. Richard W. Cross has a wide range of academic and work experience in educational research, development, evaluation, project management, assessment and statistics. Prior to AccountabilityWorks, Cross was director of assessment at a charter school management company that achieved high test score gains with disadvantaged students. He has published in academic journals on topics related to student learning, behavior, and testing, and taught for twelve years at the college and graduate levels, and taught for five years at the high school level. He has been licensed in psychology for over 20 years and is certified in school psychology. 


Kathleen Madigan, Senior Research Scientist

Dr. Kathleen Ann Madigan has been an elementary, middle school and special education classroom teacher, principal, college professor, curriculum coordinator and research project director. She has held leadership positions in public, non-profit and private sector settings. Currently, Madigan is Senior Research Scientist for AccountabilityWorks. Prior to that she co-founded and served as President of the American Board for Certification of Teacher Excellence, an innovative and nationally recognized standards-based teacher certification program.


Matt Sokolowski, Business Manager

Mr. Sokolowski brings experience in the non-profit sector including work with museums and education groups. Mr. Sokolowski has served as Director of Finance for several federally funded organizations, designing and implementing financial and operational systems. Mr. Sokolowski has also overseen several construction projects for his clients including the restoration and renovation of a prominent National Historic Landmark site. Mr. Sokolowski served as a Peace Corps Volunteer in Benin, West Africa. He received his Bachelor of Arts degree, cum laude, from The George Washington University.

Former testing director for the State of Florida for over 30 years. Extensive experience overseeing test development and operations, and large scale high stakes test administration.
