AccountabilityWorks (AW) develops assessments that assist educators and parents in improving the knowledge and skills of students. AW also supports states and other organizations in designing and managing large-scale assessments. These activities address traditional paper-and-pencil assessment as well as online testing. AW is dedicated to improving both the quality and the utility of student assessment.
AW believes that while state accountability is an important use of assessment, the most valuable type of accountability is self-imposed. Thus, AW also supports the effective use of assessment by educators, parents and students to determine mastery of important academic content as well as to identify skill areas requiring further improvement.
Arithmetic Testing OnLine (ATOL)SM
Arithmetic Testing OnLine (ATOL)SM is an online assessment of essential skills in arithmetic. Development of this assessment is supported in part through a grant from the U.S. Department of Education. More information about ATOLSM may be found here.
Comprehensive English Language Learning Assessment (CELLA)
CELLA is an assessment of English Language Proficiency (ELP) for use with English Language Learners (ELLs). CELLA was designed and developed through a process overseen by AW that involved educators and administrators from five states, including Florida, Maryland, Michigan, Pennsylvania and Tennessee. The assessment was developed by the Educational Testing Service (ETS), under contract to AW. The creation of CELLA was supported through a grant from the U.S. Department of Education. Prior to the spring of 2008, there had been over 500,000 individual administrations of CELLA to ELL students.

Illinois Assessment RFP and Review of Proposals
AW assisted the state of Illinois in drafting a Request for Proposals (RFP) for a new state-wide assessment system. The RFP addressed assessments in Reading, Writing, Mathematics and Science at grades 3 through 8 and high school. The RFP required that proposals provide documentation of the alignment of items in vendors' nationally-normed item banks with new Illinois assessment frameworks. Areas lacking adequate coverage would require the development of new items. At the state's request, AW conducted a technical review of vendor item alignments and provided its result to state officials reviewing proposals.
Assessment Operations Quality Assurance
AW assisted a major U.S. testing company in a comprehensive internal review of printing, shipping and scoring procedures under a state large-scale assessment contract. AW reviewed confidential internal plans, policies, procedures and monitoring systems to identify areas for improvement. The resulting report included a cost/benefit analysis that allowed the company to prioritize among the recommended improvements. The company, as well as the report, are confidential.
Assessment Contracting Standards
With input from dozens of testing industry executives as well as policymakers and administrators from eleven states, AW developed model Standards for testing contractors as well as model responsibilities of contracting entities. Though developed specifically for state testing programs, many of the standards and responsibilities are applicable to any test development or administration effort.
