Following The Leaders (FTL) Evaluation

FTL was one of the largest federally-supported, multi-year education reform initiatives in recent decades, at its peak involving approximately 600 schools in multiple states.
Between 2002 and 2006, FTL provided technology-based tools to assist educators in diagnosing student skill deficits and identifying instructional strategies to address them. AW worked collaboratively with SRI International to design a multi-year scientific evaluation of Following The Leaders (FTL) that sought to determine whether the intervention was increasing student achievement. AW then oversaw SRI's implementation of this evaluation until completion. As part of that process, AW moderated periodic meetings of a technical panel of nationally-recognized evaluation experts that assisted in finalizing the design and provided regular input on the evaluation. AW also coordinated data collection with states and school districts for the evaluation. SRI's final report is available for download.

Supplemental Education Services Accountability Framework

AW developed an accountability framework to assist states in fulfilling their responsibility to design and implement evaluations of supplemental education services (SES) providers under the No Child Left Behind Act (NCLB). Evaluation of such providers is challenging for a variety of reasons, including the division of administrative responsibilities among federal/state/local agencies, the diversity among providers, and the wide range academic needs among participating students.
